SCOPE OF WORK
Under the authority of the FPSO RSES / OIM, ensures that all activities related to the Marine discipline, particularly operational procedures of marine equipment and related systems are correctly and safely defined and followed.
- All cargo, slop, ballast and offloading systems.
- All bunker stations.
- All mooring systems.
- All systems associated with offloading, tandem offloading including hydraulic systems, winches, QCDC, hoses, hoses reels and Hawsers.
- Marine telecommunication systems: berthing aid system, navigation aids, FPSO Motion Reference Unit, Meteorological station, non-directional (radio) beacon (NDB).
- Offshore field monitoring system (ISPS – radar system).
He/She highlights to the RSES any points that may lead to concerns during operations of marine systems, offloading, tank inspection, (etc…) or deviate from availability and reliability targets.
General tasks
- Is the marine adviser for the OIM/RSES on board.
- Manages Marine, logistic team, deck team.
- Is the designated Port Facility Security Officer, including access control management.
- Is the point of contact of the export tanker.
- Assists HSE, production, maintenance and inspection teams when requested for typical marine related activities for FPSO.
- Is in charge of the FPSO statutory certifications follow-up, conservation and archiving.
Commercial operations
- Re-schedules offloading operation in relation with COMPANY Trading Shipping, Local Authorities, Marine Operation Manager and Senior Pilot.
- Ensures that tanker lifting operations are carried out according to the Lifting agreement.
- Is in charge of establishing all off-loading documentation (Bill of Lading, Cargo manifest, letter of protest, timesheet, Certificate of Quality and Quantity etc…).
- Ensures availability and operability of loading/offloading systems and associated equipment (mooring, offloading buoys, floating hoses, etc…).
Maintenance
- Organises and manages the specific maintenance operations related to marine equipment (winches, bollards, capstans, etc…), including the workboat readiness and operability.
- Follows up the condition of navigation aids on board the FPSO/Buoy: gyro compass, weather aids, radar, ARPA, warning lights and signals.
- Follows up of FPSO and Offloading buoy anchoring loads.
- Follows up the safety control systems related to export operations: communications, SPM telemetry, emergency shutdown (tests, etc), QCDC, hawser release, load cell, metering system.
- Is in charge of follow-up of storage, export and ballast piping integrity and pumping means (cargo pumps, hydraulic units, etc…).
- Coordinates the Crude and ballast tank preparation and follows up the maintenance and inspection activities.
- Issues the purchase order, spare parts with SAP for marine materials and carries out the follow-up.
- Manages the spare parts for logistics and marine equipment.
- Follows up the FPSO cranes conditions.
- Follows up the FPSO helideck maintenance and audit preparation.
- Follows up the maintenance operations pertaining to mooring and connection of the buoy and the FPSO (including offloading lines).
Hull
- Is in charge of Crude Oil loading and storing, off-loading, outflow monitoring.
- Is responsible of the FPSO Hull Stability, ballasting, water, diesel oil and other products monitoring and supply in close relation with the “Responsable Operation” and the “Loading Master”.
- Follows up the slop water discharge and bilge water discharge (including filling of oil record book part 2).
- Is in charge of crude oil washing plans and sediment deposit control.
- Is responsible for Cargo Lifting and handling operations by crane.
QHSE
- Assists with establishment of marine procedures and provides necessary expertise.
- Is in charge of Marine Procedures application within the FPSO 500 m zone.
- Participates in risk analysis for marine operations (HAZID/HAZOP/RA).
- Gathers ‘lessons learnt’ and provides feedback as required.
- Fully complies with all security, health and safety instructions.
- Stays vigilant and maintains continuous awareness of hazards and surroundings.
- Reports to his Management any issue he may face or observe and proposes way of improvement.
- Fully complies with all HSE requirements at all times.
- Is in charge of managing the naval means within the FPSO 500m in emergency situation (abandon, fire, oil spill, Man over board, etc…).
SKILLS & BACKGROUND
Work experience
- Minimum three (3) years as Chief Officer or Master on board Oil Tanker, or five (5) years as Loading Master on board FPSO
- Proven record of achievement within marine operations
- Supervisory experiences

Degree
Former Merchant Navy Officer Mariner with Chief Officer STCW Class 1
Languages
Fluent spoken and written English (French and Portuguese is an advantage)
